Today, Friday, 23 May, the Council of Ministers approved, among other things, the aid of EUR 400, the development of a “Food Safety Act”, which envisages actions to strengthen the protection of citizens in all areas related to the food.

Following the notorious sunflower oil scandal, the new law proposes, among other measures, to improve safety, traceability and quality control, as well as food labeling and information.

This law will be formulated in the Food Safety Strategy 2008-2012, which includes actions of eight ministries under the leadership of Bernat Soria, head of the Ministry of Health and Consumption.

Broadly speaking, the new law aims to improve government coordination with the European Union and to promote joint action between the ministry and the participating agents such as the Autonomous Communities, consumers, the economic sectors and the scientific community. The aim is to ensure that food products and their production processes achieve a high level of protection of the health of citizens on the basis of the best scientific evidence and, above all, to strengthen the confidence of all those who are interested in the food safety system.

With these measures, the Autonomous Communities must carry out intensive supervision of the economic agents’ control systems in a coordinated manner so that companies comply with their legal responsibilities with regard to their products and their safety.

In short, try to prevent and reduce exposure to chemical agents or contaminants of environmental or technological origin by strengthening food controls.

In addition to strengthening security, the Ministry of Health and Consumption also has among its goals to reduce the concentration of transgenic fats in food, to support people with gluten intolerance and groups of the population with allergies to any food that is already time!

It is also proposed to strengthen the prevention of biological risks in food, such as salmonellosis or anisakis.

In addition to approving the proposal for this Food Safety Act, the Council of Ministers approved a Royal Decree approving the list of substances permitted for the production of plastic materials and articles intended to come into contact with food, as well as regulating certain test conditions. .

The intention is to improve the safety of citizens and to avoid alarms such as the one that was recently triggered in the United States after a report from that country’s National Toxicology Program acknowledged for the first time in several months controversial concerns about human health risks, which could contain a plastic component, bisphenol A (BPA), present in thousands of products for everyday use, such as baby bottles, bottles, boxes or CDs.

With this new royal decree, the latest scientific knowledge on the most suitable substances for the production of these materials is incorporated into Spanish law.

Plastics are one of the most widely used packaging materials in the food industry.

Intimate contact between the container and the food makes it possible to transfer substances from one to another. For this reason, they have been subject to greater control and monitoring by the European Commission.

The text introduces important new features, such as procedures for assessing the possibility of these transfers or migrations, specific rules to improve the protection of babies or regulating, for the first time, the joints of container lids.

All standards approved in the Royal Decree include the updating of the requirements for the composition of the infant formula. The royal decree determines the maximum or minimum amounts and protein content.

In addition, companies of these preparations must notify the competent authorities of their placing on the national market.

The standard also sets out the nutritional and health claims that may appear on the label of these infant formulas. Any other declaration must be authorized by the European Food Safety Authority.

On the other hand, it will be ensured that the information material aimed at pregnant women and mothers includes data on the benefits of breastfeeding, the difficulty in correcting the decision not to breastfeed, the proper use of preparations, etc.

Another royal decree includes labeling requirements for products that complement low-calorie medical diets.

From now on, its labels will only be able to announce their actions on hunger or satiety if companies provide scientific evidence to justify it.
